Treatment Foster Parent Certification Process

Contact Youth & Family Consultants (YFC) Treatment Foster Parent Certifier (TFPC)
503-362-2225 x310 to obtain information and set a meeting to discuss the program. -
Fill out the application form, home study/biography, and release of confidential information forms and turn them in to the TFP.

Criminal record checks, fingerprinting and other required paperwork will be provided by the TFPC with time lines.

You will be interviewed for the position by a panel from YFC. A recommendation for certifying you or denial as a provider will be given to the YFC director and you will receive notification.

You will receive a packet consisting of: (1) Risk Management Check (home & safety guidelines); (2) personal and school references; and (3) Physician's Certificate. You will need to return these forms to the TFPC.

The TFPC and other YFC personnel will set orientation meetings with you to discuss YFC philosophy, compliance with the Risk Management and other aspects of providing care to program youth.

You will be assigned a TFP mentor to work with you during the process.

You will be provided copies of the YFC Standard Operating Manual, TFP Forms Book, TFP Information Book and other pertinent materials by YFC personnel.

You will be required to complete an assigned amount of pre-service training hours with YFC staff.

You will be required to complete the DHS Foster Pre-Service Training course at a DHS office in your particular city/county. This will be an eight-week class for full-time, back-up or respite providers. The registration form for these classes will be provided to you by the TFPC.

After completion of the certification process you will receive a contract negotiated with the YFC Program Director. You will receive one or more youth in your home for full-time; prepare to serve in the capacity as a back-up/respite provider; or negotiate with YFC management for a special contract.

You will continue to receive support and training from other YFC staff, other TFP's and caseworkers from Oregon Youth Authority (OYA), Juvenile Department (JDH) or the Department of Human Services (DHS).

You will be recertified by the TFPC on a yearly basis.
